Jessaca Turner Stults, partner at The Capitol Group, was the founder and managing member of TSS Capitol Group prior to the merger to form the new firm. Jessaca founded TSS Capitol Group in 2010 after a successful tenure working in state government. She began her legal career as a deputy prosecutor in Marion County (Indianapolis), and then moved into the arena of governmental affairs. Jessaca worked as the Legislative Director for the Family and Social Services Administration (FSSA), the State’s largest agency. In 2007, she became General Counsel of FSSA at the age of 28 and supervised numerous attorneys, administrative staff and investigators. Jessaca oversaw the state’s pending lawsuits, and was the head of the investigations and hearing and appeals departments. She did this all while maintaining her role as Legislative Director and monitoring hundreds of bills for the agency. Jessaca advocated before the Indiana General Assembly protecting and monitoring FSSA’s interests and was instrumental in the passage of the Governor’s Healthy Indiana Plan.
Jessaca graduated from Taylor University in Upland, Indiana, where she received a Bachelor of Arts in Business Administration. She earned her Juris Doctorate from Cumberland School of Law, Samford University in Birmingham, Alabama. She also received her Master of Business Administration from Samford University at the same time. Jessaca is admitted to the practice of law in Indiana. She is a member of the Indiana State Bar Association, the Indianapolis Bar Association, and a member of the Governmental Affairs Society of Indiana and is a 2010 graduate of the Richard G. Lugar Excellence in Public Service Series. |
