William S. Keown, partner of The Capitol Group is one of the longest tenured lobbyists at the General Assembly, commencing his work there in 1974. For the first 15 years of his career he was an aide to Robert D. Orr who served as both Lieutenant Governor and Governor. Bill was legislative assistant to Governor Orr in both offices, and also served as a senior executive in the Indiana Department of Commerce, Bureau of Motor Vehicles and Health Professions Bureau (where he became the youngest agency head at the age of 29).
Upon Governor Orr’s retirement Bill joined the Indianapolis law firm of Krieg DeVault, where he established the firm’s Governmental Affairs Practice Group. In just four years the practice went from no lobbying clients to seventeen. In 1992, Bill and a colleague, established KWK Management Group which became one of the premier independent lobbying groups in the state. Through its more than 25-year tenure, the firm represented numerous healthcare groups and branched out into more general representation as well. The firm encouraged its clients not to accept the status quo, but to “fix things” at the General Assembly. The firm also engaged in association management, public relations, political action committees administration, and executive branch lobbying. Mr. Keown graduated from the Indiana University School of Law- Indianapolis in 1980 and continues to maintain an active practice specializing in corporate finance and representation of trade associations. He is one of the most senior counsel representing financial institutions in providing U.S. Small Business Administration loans to small businesses in Indiana. |
